Add a menu item for the Command Palette

I could not remember what the keyboard shortcut was to bring up the command palette or what the command palette was called. My first thought was to look through the menus to find the keyboard shortcut… but the command palette doesn't exist as a menu item.

Command palette will now be in the View and Packages menu similarly to tree view.
