Control- and command-click-drag no longer add new selections in 1.22.0-beta2

It looks like #15916 had an unexpected side effect of breaking this behavior. Thanks to @alexdevero for the report.

This will be fixed in 1.22.0-beta3 or 1.22.0 if we don't publish a hotfix before the next release.
