I receive ..\src\keytar_mac.cc(2): fatal error C1083: Cannot open include file: 'Security/Security.h': No such file or directory when building on Windows 8.1 with VS2010 Express.

@zcbenz I think you can disregard this, it was because a package depending on keytar hadn't been upgraded to the windows release yet.
