DXCDT-286: Relegate --force flag from global context #535

🔧 Changes

The --force flag exists in the global context to override the “Are you sure you want to…” prompts. These flags are only used when deleting resources and login. For all other subcommands, they pollute the help text as they are a no-op.

This PR removes the --force flag from the global context and instead only include for functions that actually use it.

@sergiught and I reviewed this together. Looks good and I agree that keep the force property on the cli struct makes sense and shouldn't refactor rn.
