Fix Title cropping and password instructions tooltip

Changes

Please describe both what is changing and why this is important. Include:

• Replaced "zuul-ngrok" @ v4 with "four-plus-zuul-ngrok" @v4.0.1
  • "zuul-ngrok" and "zuul" is not been maintained since 2018.
  • Mine is a temporary fix, but will be needing a new alternative to ''zuul"
• Fix for Auto zoom in iOS have functional consequences when adding accept terms #1437
  • Modified document to include "maximum-scale=1" in viewport meta tag. It's good practice.
• Closes Default password reset titles not displayed properly #1315
  • Removed the ellipse, text-overflow, white-space style to show complete the name.
  • changing header height to strict 118px to 100% so that it fit the background.
• Closes auth-lock-content-wrapper css does not overflow when an error pops up it can't overflow and gets cut off #1636
  • Removing the overflow from the content wrapper to show a complete popup message for the password instructions.
