Related Issue: #164

Description of changes:

This change updates the Windows conda install instructions based on conda-forge work form @giswqs. The Windows/Conda/CPU instructions are the same as Linux and Mac (I bumped the suggested conda Python version to 3.10 for all of the OS's). The Windows/Conda/GPU instructions now have a warning that it is not supported until we migrate to PyTorch 2.0, and to use CPU install for now.

Once we approve and merge these changes, we will also want to add them to stable.
