Description

In Autolab's Dockerfile, update rubygem to the latest version.

Motivation and Context

#1461

How Has This Been Tested?

Follow the replication procedure in #1461. This time, the bad tar file should be viewed with no problem.

  • Breaking change (fix or feature that would cause existing functionality to change)
