[vm] Prevent node from entering full bootstrap via config

Now that we are pruning blocks, it is not guaranteed that any nodes have all historical blocks. We should all node operators to force state sync or exit instead of attempting to run a full bootstrap (which will spin forever).

This issue has become stale because it has been open 60 days with no activity. Adding the lifecycle/frozen label will exempt this issue from future lifecycle events.
