[Refactor] Change the create CLI command

Change the CLI command to remove the template term, and match the following syntax:

taipy create --application <the_template_name>

The command generates an application. Its purpose is to expose what the command is doing, not how the user should use it.
That is also a way to anticipate the page template command:
taipy create --page <the_page_template_name> <the_ application_folder>
