Null Tooltip displays a blank tooltip

To Reproduce

Add a tooltip to any control. Set the binding to a string with a value, notice the tooltip displays as expected. Set the binding property to null. Notice the tooltip displays as a blank popup.

Expected behavior

Just like in WPF, the tooltip should not display.
