Show Upload data option for non-organisation admins

Motivation

• For the RWB implementation, there is the need for individual projects to be able to upload their own data to kickstart a program in their area. This upload includes
  • Workorder (subject)
  • Farmers (identified as part of the initial feasibility assessment)
  • Machines
    To be able to scale the project, we require multiple people with access to upload data, but not have access to edit the application. To achieve this, we provide the csv upload option to these users. We should ensure that metadata upload (metada zip) is excluded from this list

Story

As a non-"organisation admin" user, I would like to have access to upload transactional data to the system so that I can quickly add data instead of doing this on the data entry application.

Acceptance criteria

• Organisation admins see the application exactly as they used to before
• Regular users will be able to see the Admin/Upload option alone (no other options in the Admin section)
• The Admin/Upload option can be reached through a "Bulk Upload" button that will be added to the DEA Search screen (home screen)
• The Side Menu will not be available when they go to the Bulk Upload section because there are no options they can use
• There will be an option "Individual Data Entry" by default on the Bulk upload screen to take user to the DEA
• Regular users will not be able to see Locations, Catchments or Metada zip upload on the Upload screen
• Regular users will not be able to download samples for any of these above options either
• Regular users will be able to upload any (not respecting privileges) subject/enrolment/encounter through the upload screen

Implication for regular users

• Regular users of other organisations will also be able to see this option.
• Regular users will be able to upload data
