What does this PR do?

Motivation

This feature enables the kubelet monitoring for ContainerInsights integration with AWS for FluentBit addon, adding the optional requirements shown here

• Resolves aws-for-fluentbit '/aws/containerinsights/Cluster_Name/performance' log group, but does not create application/dataplane/host log groups. #231
