feat: Set default cluster version to 1.23 & examples to 1.23

What does this PR do?

• Using EKS version 1.23 instead of version 1.22 across all examples and default EKS version set to 1.23

Motivation

• Closes [ENHANCEMENT] Kubernetes version 1.23 support #845
• Closes chore: use eks 1.23 #860 (Thanks @kahirokunn for creating that PR).

  One failure on emr-on-eks example due to helm timeout issue, unrelated to 1.23, other examples passed (there might be a bug with GITHUB where it's not shown green as expected on the left menu but if you check the workflow of each example it will be green).
