feat(ec2): support for m7a, r7a and c7a instance types in aws-ec2

Some instance types with the 4th generation AMD EPYC processors (code name Genoa) were introduced.

• M7a was introduced in August 2023
• R7a was introduced in September 2023
• C7a was introduced in October 2023

The instance types are supported in CloudFormation.
