Have you tested this? I am not seeing that when the resource is created we actually allocate a physical resource ID. What is the contents of event.PhysicalResourceId
during an update?

It is essential to preserve
PhysicalResourceId
during CF custom resource update. Otherwise, anUpdate
event followed by aDelete
event.fixes #1566
