feat(ecs): give cluster a method that provides task arn

Add methods for ECS Cluster.

Example of how to get task ARN

declare cluster: Cluster
const taskArnPattern = cluster.arnForTasks('*') // arn:aws:ecs:<region>:<regionId>:task/<clusterName>/*
