Attach Security Group to Launch Config #636

This is needed for a common bastion pattern. The bastion needs a specific security group attached to it such that autoscaling groups that are created after the bastion can reference the security group on the bastion instance (asg). Alternatively we could have exported the security group from the ASG. I chose this pattern because I thought it was the more flexible solution, but also avoided a more complex export function. However, if there is a reason we should pivot I'll be happy to change.

@eladb - fixed up the comments. Is the pattern on conventional commits, that if I put in the commit correctly to start the PR and the comment doesn't need updating you will squash the commits on merge and only keep my conventional commit?
