We won't be open sourcing the .NET Runtimes that are natively supported in AWS Lambda.
But we are looking into options for providing open source libraries to help users create custom runtimes using .NET Core.

I opened up a GitHub issue to track our effort of open sourcing the runtime. #405

The work is being done in the amazon-lambda-runtimesupport branch.
