(3.8.0‐3.9.3) Slurmctld Does not Start with EFS SharedStorageType on reboot

Starting with 3.8.0, if the head node is rebooted and the cluster is configured with EFS as the SharedStorageType for the head node, slurmctld may start before the filesystem is mounted. If this occurs, manually restarting slurmctld will fix the problem.

systemctl start slurmctld
