This PR upgrades to use Smithy 1.28.1, which includes new protocol tests that result in the changes to the generate protocol tests. Additionally,
@aws-smithy/server-commonis updated to1.0.0-alpha.9along with the corresponding codegen changes for that upgrade.Testing
