Ability to configure cloudwatch settings in order to configure cross-account cross-region settings #544

Is your feature request related to a problem? Please describe.
There doesn't seem to be a way to configure cloudwatch settings with the cli. The only way at the moment to configure these settings is manually via the console.

Describe the solution you'd like
To add a new settings command under cloudwatch in order to be able to configure these settings with the cli.

Describe alternatives you've considered
A clear and concise description of any alternative solutions or features you've considered.

Additional context
Added a screenshot of the cloudwatch settings page to provide more context on the settings available.

Hello @efernandes-dev-ops,

Thanks for the feature request. Based on the documentation, the last step of this is to execute a CloudFormation template. It seems as if you need to do this more than once, you could use that same template. The link to the template seems to be broken, but I imagine after you have run it once you could see the results in your CloudFormation dashboard. I'll reach out to the CloudWatch team to see about the template.

It looks like that CloudFormation template lives in a public S3 bucket and may change. I'll raise this as a feature request as well with the CloudWatch team.

Hi all, thanks for following up. It looks like this issue fell off of our radar. I'm not sure if @kdaily has any updates on this but as he mentioned, feature requests involving CloudWatch APIs should get forwarded to the CloudWatch team for consideration. I'm going to transfer this issue to our cross-SDK repository (since AWS APIs are used across SDKs) and try reaching out to the CloudWatch team for feedback. I'll share any updates that I receive here. (ref: P90469355)

We heard back from the CloudWatch team who noted that as part of the new Cross Account Observability Feature, there are now APIs that can be used to setup Cross Account between 2 accounts for sharing metrics/logs:

The API references for setup are mentioned here:
https://docs.aws.amazon.com/OAM/latest/APIReference/Welcome.html

I believe the new Cross Account Observability APIs address the use case shared here, but if anyone had any additional feedback regarding this please let us know. Thanks!
