spoke-local-portfolio tag options not cascading

Steps

1. create a portfolio using factory that has tag options
2. set tag options sharing to true
3. share portfolio via spoke-local-portfolio
4. provision product within the spoke from the spoke local portfolio

expected

1. provisioned product should have tags from tag options
2. spoke account portfolio should have tag options enabled and sync with the hub account

actual

1. provisioned product does not have tags from tag options

this was not built as part of the original feature.

tag options do not cascade from the imported portfolio to the local portfolio.
