whether just assign vertexes but not the edges together with on graph partition when use METIS

Hello, I have read the paper, but I have an issue,
METIS can achieve graph partition including assigning edges into different partitions.
But I see that the paper also uses relation partition, whether just assign vertexes but not the edges together with? And then you try to assign the edges on the relation partition.
