Add a left navigation as show in the screen shot below

Acceptance criteria

the left nav component should persist on all pages
the left nav cloudscape component should be used.
The links inside can be dummy/ placeholders
No change in functionality w.r.t default behaviour of the lev nav component provided by cloudscape
