Roll back the database to specific version

Problem

#586 has fixed the down blocks in our migration files but we don't have a rake task yet to roll back to a specific version.

Rake db:down always rolls back to the first version.

Solution

Add a rake task to roll back the database to a specific version.

rake db:migrate VERSION=xxx
