Display product quantity input as a drop-down list for the customer. You can set different quantity values or even keep magento standard input according the attribute set of the product.
This affect the product, the cart and the wishlist page.
This module just fits one of my clients needs. Product type other than Simple may not be handled correctly, you need to check this before pushing to Prod Environment.
