Describe your issue or idea

We can currently include JS and CSS libraries via hook_library_info() but not PHP libraries. In Drupal 7, the Libraries API also allowed for PHP libraries. In order to completely eliminate the Libraries API from the Backdrop workflow, it would be nice to include support for PHP libraries into the core Library system.
