[UX] Image library: reduce dialog width if not many images in the library #3319

@jenlampton in backdrop/backdrop#2198 (comment) (PR for #3134):

the modal is huuuuuge on my site - which only has 2 images. Eventually most sites will have lots of images so this will be fine, but as a first-time experience it's a bit odd. Having the modal size match what'll be displayed within would be ideal - though maybe quite difficult.

Here's the dialog on a wide screen, with no images uploaded:
