Document changes to 'hook_block_info()'

In Drupal 7, hook_block_info() had 8 possible keys in the return array, including cache. In Backdrop, hook_block_info() has just 4, none of which is cache.

I suggest we create a change record for this as I couldn't find one and I believe this needs documenting...
