Description of the bug

A short description of what the problem is.

Steps To Reproduce

To reproduce the behavior:

  1. Install 1.17.0 fresh
  2. Open bootstrap.inc and change the BACKDROP_VERSION constant to 1.16.0
  3. Go to the "Available updates" page

Actual behavior

Expected behavior

Only the most recent security update for the current minor version should be shown.
