Transfer package

Describe the feature you'd like to have.
Since endpoint and transfer packages have been implemented with #1 and #4, there is a need to add a transport package and its implementation. This will allow the user to consume the endpoint and transfer packages to transfer data from one PVC to another.

What is the value to the end user? (why is it a priority?)
Users would be able to call have methods to set up the server on one side and the client on another and sync PVC data over the wire.

How will we know we have a good solution? (acceptance criteria)

• For now, add unit tests to check if the configuration is correct.
