No aduio on start up or input

There is no audio when I start the Overlay or when it reads text from Twitch. I have tried all available chat sounds and checked the audio is going to the correct audio device.
While writing this I tested disabling 'Filter by Allowed Usernames Only' and 'Highlight Usernames' and there is now audio, not sure why or how this setting affects audio though.
