Updated changes are not saved on editing cart rule.

Issue Description

Updated changes are not saved on editing cart rule.

Preconditions

1. Commit id.-37331c3fb812ce9c20642d0b902fa946cf5cdfca

Steps to reproduce

1. step1- Create a cart rule and save.
2. step2- Edit the cart rule and make some changes such as select multiple customer groups.
3. step3- Now check the cart rule again.

Expected result

Cart rule should be according to new changes.

Actual result

Updated changes are not saved on editing cart rule.
