Description:
We need to add a Contribution Guide in B.io to include information that will be common when contributing to any of the Ballerina Git repos (such as the review process, contributing best practices etc.).

Thus, we can have the contributing instructions in the respective Git repos as they are repo-specific and have this guide for generic information.
