Usage of Update Tool after installing Ballerina using the zip

Description:
The current user experience of using Update Tool to install didstributions by a user who has installerd Ballerina with the zip is as follows.

1. It downloads the distributions and dependency JRE (if required since the zip installation does not contain the JRE, most probably user might be using the Java installed in the machine) to the directories (distributions, dependencies) available with the zip (IMO this is the expected behavior).
2. We use chmod to set permissions to directories in Windows. This throws a permission denied error. We have to handle this specifically for Windows.
