Description:
Currently during the distribution update process, we consider distribution download and the dependency download as two independent cases. So if the distribution is downloaded and the dependency download got interrupted, this won't affect the already downloaded and set up distribution. But ideally these two downloads have to be coupled and update cycle should be considered as completed only if both the downloads got completed successfully.

bal dist list should not show a particular distribution under local distributions unless it is fully downloaded with the respective dependency.
