baserCMS 4.1.0.1 で現象を確認。
メールフォームの受信メール本文で１行の文字数が多い時、334文字を超えるタイミングで都度、文字化けが発生し、改行されます。

キャプチャでは「お問い合わせ内容」項目（テキストエリア）に１行で文字を入れておりますが、改行と文字化けが起きています。

cake側でマルチバイトを考慮しない関数を使用しているのが原因でした。cake側はすでに修正されています。cakephp/cakephp@8099090
