Hi I've published exometer_core as a hex package, this are the changes necessary to make it hex-able with riak3. Since it is your project it would be great if you'd take over the package, for that you can ask hex.pm to change ownership, until then I'll try to keep it up to date with the latest tagged release.

For the meantime I added myself as a secondary maintainer so that people having questions regarding the package don't bother you, please remove that if you take over the package since I don't want to claim your work as mine.

Note that this also moves the build tool to rebar3.

@uwiger @jonmeredith I guess the appropriate way would be to move this PR to Feuerlabs/exometer_core and merge there?

Let me check with @HMcKelvey - a few Basho's have been going behind Heinz
to try and follow the hex stuff, but we're not ready to switch over to
hex/rebar3 at this time.

I can move it over to Feuerlabs, not a issue. :) and don't worry, I know larger companies move slower, I started publishing the packages so people can use them and when you folks are ready you take them over I'll try to keep them up to date in the meantime
