This should simplify the confusing step where you change a file in the repo and you have no idea how to generate that file. We also block the `tests/` directory (coming in a pending PR) from being added to that list.
The `test_data` argument of `gazelle_generation_test` now takes a list of targets. This allows you to use a `glob` directly to feed the test case instead of having to define a `filegroup` explicitly.
Adds an e2e test confirming that when gazelle runs successfully it doesn't print anything out.
