Bazel 7.0 users can experimentally enable output path mapping to test faster, smaller builds.

Works for Java and Android actions and user-customizable arbitrary actions.

Does not work universally by default: this is still an experiment. Immediate goal is to land base functionality and support gathering motivating use cases.
