Update grpc-web and protobuf dependencies

Update dependency versions:

1. grpc-web: 1.2.0 > 1.3.0
2. protobuf: 3.9.1 > 3.19.1 (over a 2-year delta!)

Thanks - but note that the labs package is deleted on the 5.x branch so this change will mostly be lost after the final 4.x release goes out.
