I'm disabling Windows crate_universe examples on CI so that we don't get excluded from downstream CI tests from Bazel (see #1946).

We should re-enable these when we can. Realistically, we need someone both motivated by, and with expertise in, Windows support to make this happen.

Disable frequently failing Windows CI (#2187)

Also, update the docs to reflect that realistically we can't support
Windows well without a relevant maintainer.

This is a very large hammer, but realistically these tests have wasted a
lot of our time and no one is well positioned to address them.

Fixes #1946
