Register BCovrin Dev issuers with the BCovrin Test instance of the BC Endorser service

BCovrin Test instance of the BC Endorser service:

• aries-endorser-agent-bcovrin

The following issuers were previously registered with BCovrin Dev and now need to be re-registered with the BCovrin Test instance of the BC Endorser service:

• agent-primary - BC Registries Issuer Agent
• agent-buybc
• agent-lcrb

Cleanup

• Ensure the agents are demoted to the role of author once they have been registered with the endorser service.

Note: - Some agents may need to be upgraded to an ACA-Py version that supports the endorser protocols before they can be connected to the endorser service. Refer to #18 for details.

@WadeBarnes as we deprecate BCovrin dev, we'll need to migrate these agents to BCovrin Test for them to continue working. Updating the issue accordingly.
