Move BC Energy Regulator and associated legislation hardcoded values to the database

Describe the task
Inside NRPTI, there are various hardcoded values for agencies and relevant legislature that is attached to records.
This data should be moved to a collection in the database and the app updated so that it reads these values from the database, rather than the previous hardcoded references.

For this ticket, only the BC Energy Regulator values should be moved to the database.

Purpose
This will create one location where these values are read from, making them easier to update if any future changes are required.

Acceptance Criteria

• first - All values concerning the BC Energy regulator and associated legislation is stored in a collection in the database.
• second - These same hardcoded values are removed from the app.
• third - The app is updated to read these values from the database.

Additional context

• The database additions should be in mind of adding further agencies and their legislation in the future
• Future work will also include creating a cronjob that updates these values based on queries to BC Laws API
