Does this include the content for the email? Also wouldn't the resource email the new EFT accounts (not the notebook)?

For my estimate:
I am assuming the API resource publishes the mail event and the email content is a separate ticket, so just the notebook API call here

Similar to @ochiu , my estimate is the jupyter notebook calling the resource, which should fire off the email template.
