Update CI for following jobs:

  • email-reminder
  • future-effective-filings
  • update-colin-flings
  • update-legal-filings

TODOs
For each job, do the following:

  • Update CI yaml files
  • Update toml file to include required CI dependencies
  • Fix linting errors
  • Fix black formatting errors
  • Verify CI checks out via GH CI flow
  • Reference legal api CI PR for starting point
