Separate hatfiledcmr egg into its own package

Currently the hatfield code is embedded into this project. To simplify the installation of this code recommend creating another repo with the hatfield code and building an automated build that will publish this code to pypi.

Will simplify the installation as we will no longer have to install a local egg package.

having completed a refactor of the code, am now thinking that the hatfield CMR module doesn't add any significant value to the project. The functionality it provides can easily be replaced and it makes the install / build process for the mamba / conda env simpler. Long term plan is to eliminate the use of this module and delete the code from the repo
