best way to link to a different URL?

In a the French DMF sites we're replacing, a regular href was used to allow user to move between the French and English version of the site. Wondering if perhaps we can implement a (bespoke?) button widget that allows for user to pick a material icon or supply a custom file and hyperlink it to another site. Open to other ideas to achieve this link, too.

This is already possible, using a bit of javascript.
Basic idea is to create a bespoke tool, then add a handler to the tool for the trigger event. That handler would change the document location.
This pattern could be formarlized by having smk edit create the skeleton in the code.
