VXDD is described as “Dot and Comma shape in diacritics”. I’m not sure what counts as a diacritic here, but some characters you might consider adding to VXDD’s scope are U+0310, U+034B, U+0352, U+037C, U+037D, U+03FE, and U+03FF.
VXDD should not apply to U+0149 LATIN SMALL LETTER N PRECEDED BY APOSTROPHE. That is a compatibility character equivalent to <U+02BC, U+006E>. The variant of U+0149 with a square apostrophe should use the same feature as for U+02BC, which is 'cv99'.
