To be used when Bejasc/swrpg-bot#70 is in place.

Include some issue template that can be used to submit new items and events.

The Discord channels should be updated to push people to submit in this way as the preferred option.

Successfully split into its own docs project, including deploy commands for the pages, and basic readme file.
Old docs directory has been removed, and old gh-pages branch removed.
